摘要

  党的二十大报告中提到,增进民生福祉、推进共同富裕是发展的根本目的。扎实推进共同富裕,最艰巨最繁重的任务仍然在农村。一系列助农、惠农政策在助力农村贫困人口脱贫、促进农民增收、缩小城乡收入差距等方面均有显著成效。但农民收入增长仍存在增长动力不足、增长模式单一、内部收入差距较大等阻塞。数字乡村建设作为数字中国建设的重要方面,发展落脚点在乡村以现代信息网络为载体,通过数字技术为乡村发展提质增效,有望成为推动农业农村现代化、助力农民增收的重要举措。在此背景下,关于数字乡村建设农民收入具有什么影响以及如何影响农民收入等问题值得深入探讨。

  首先,本文梳理数字乡村建设与农民收入的相关文献、明确概念界定的基础上构建理论分析框架。其次,分析数字乡村建设与农民收入的总体发展概况,基于20112022年全国30个省(直辖市、自治区)的面板数据,采用熵值法测度数字乡村建设水平,运用Dagum基尼系数分解法分析其区域差异特征,并通过核密度估计法刻画农民收入分布动态。再次,实证检验数字乡村建设对农民收入的直接影响,并基于中介效应模型分析产业结构升级与非农就业的间接作用机制。最后,从区域、发展阶段和农民群体三个维度探讨数字乡村建设增收效应的异质性特征。研究结果表明:(1)从现状分析来看,我国数字乡村建设整体成效显著,但呈现“东部>中部>西部”的空间格局,且区域间与区域内差异并存。同时,农民收入虽整体增长,但内部差距呈扩大趋势。(2)从直接影响来看,数字乡村建设能够显著促进农民收入增长,其中,数字产业发展与数字资金投入维度对农民收入的影响显著,而数字基础设施和数字服务水平维度的影响不显著。(3)从间接影响来看,数字乡村建设通过推动产业结构升级和促进农民非农就业间接促进农民增收,两者在其中发挥着显著的中介效应。4从异质性分析来看,数字乡村建设的增收效应呈现显著的区域、阶段和群体差异。具体而言,对东部地区促进作用最强,对中部地区影响为负,对西部地区影响不显著;2018年之前数字乡村建设的增收效应不显著,在20182022年期间,其增收效应得以显现;数字乡村建设对处于不同收入水平的农民的增收效应均显著为正,但对高收入农民群体的促进作用明显强于低收入群体。

  围绕上述结论,本文提出以下政策建议:(1)加强数字产业发展与资金支持,有效发挥数字赋能作用。(2)完善农村数字人才培养体系,激活乡村发展内生动力。(3)实施区域差异化发展战略,加大对中西部地区的政策倾斜。(4)健全数字普惠机制,确保低收入群体共享数字红利。

英文摘要

   The report of the 20th National Congress of the Communist Party of China mentioned that improving people's livelihood and promoting common prosperity are the fundamental goals of development. The most arduous and heavy task of solidly promoting common prosperity still lies in rural areas. A series of policies to assist and benefit agriculture have achieved significant results in helping impoverished rural populations lift themselves out of poverty, increasing farmers' income, and narrowing the income gap between urban and rural areas. However, there are still obstacles to the growth of farmers' income, such as insufficient growth momentum, single growth mode, and large internal income gap. As an important aspect of the construction of Digital China, the construction of digital villages focuses on rural areas. It uses modern information networks as carriers and digital technology to improve the quality and efficiency of rural development. It is expected to become an important measure to promote agricultural and rural modernization and help farmers increase their income. In this context, it is worth exploring in depth the impact of digital rural construction on farmers' income and how it affects farmers' income.

   Firstly, this article reviews the relevant literature on digital rural construction and farmers' income, and the clear definition of concepts, a theoretical analysis framework is constructed. Secondly, the overall development overview of digital rural construction and farmers' income is analyzed. Based on panel data from 30 provinces (municipalities, autonomous regions) in China from 2011 to 2022, the entropy method is used to measure the level of digital rural construction. The Dagum Gini coefficient decomposition method is used to analyze its regional differences, and the kernel density estimation method is used to characterize the dynamic distribution of farmers' income. Thirdly, empirically test the direct impact of digital rural construction on farmers' income, and analyze the indirect mechanism of industrial structure upgrading and non-agricultural employment based on the mediation effect model. Finally, the heterogeneity characteristics of the income increasing effect of digital rural construction are explored from three dimensions: region, development stage, and farmer group. The research results indicate that: (1) From the current situation analysis, the overall effectiveness of digital rural construction in China is significant, but it presents a spatial pattern of "eastern>central>western", and regional and intra regional differences coexist. At the same time, although the overall income of farmers has increased, the internal gap is showing a widening trend. (2) From a direct impact perspective, the construction of digital rural areas can significantly promote the growth of farmers' income. Among them, the development of digital industries and digital capital investment have a significant impact on farmers' income, while the impact of digital infrastructure and digital service level is not significant. (3) From the perspective of indirect impact, the construction of digital rural areas indirectly promotes farmers' income increase by promoting industrial structure upgrading and non-agricultural employment, both of which play a significant mediating effect. (4) From the perspective of heterogeneity analysis, the income increasing effect of digital rural construction shows significant regional, stage, and group differences. Specifically, it has the strongest promoting effect on the eastern region, negative impact on the central region, and insignificant impact on the western region; Before 2018, the income increasing effect of digital rural construction was not significant, but during the period of 2018-2022, its income increasing effect became apparent; The construction of digital rural areas has a significant positive effect on increasing income for farmers at different income levels, but the promotion effect on high-income farmers is significantly stronger than that on low-income groups.

   Based on the above conclusion, this article proposes the following policy recommendations: (1) Strengthen the development of the digital industry and financial support, and effectively leverage the role of digital empowerment (2) Improve the rural digital talent training system and activate the endogenous driving force of rural development. (3) Implement regional differentiated development strategy and increase policy tilt towards the central and western regions. (4) Establish a sound digital inclusive mechanism to ensure that low-income groups share the digital dividend.
