摘要 | 全球绿色经济浪潮迭起,ESG 已成共识。我国正迈向高质量发展的新征程,ESG 理念与中华民族伟大复兴的宏伟蓝图紧密相连,同“双碳 ”目标及经济可持续发展路径相契合,发展潜力巨大,有望成为引领未来潮流的关键力量。因此, 构建一个与国际接轨且与本土适配的 ESG 体系势在必行。而 ESG 鉴证则是维系该体系健康运行的关键要素。ESG 报告鉴证是确保 ESG 信息披露制度有效施行的根基,也是落实“双碳 ”政策的核心环节。当下,我国ESG 鉴证尚处起步时期,相关制度与市场建设亟待优化与健全,ESG 鉴证报告较少且质量参差不齐。为提高中国移动 ESG 鉴证质量及我国ESG 鉴证整体质量,本文选取中国移动作为研究对象,综合运用文献研究法、案例分析法、比较研究法深入探究其 ESG鉴证报告,挖掘潜在问题并提出建设性意见,旨在督促中国移动提高其 ESG 鉴证报告的水准并为我国ESG 鉴证体系的完善提供有益参考与借鉴。
本文在进行相关的理论研究之后,从鉴证主体、鉴证参考标准、鉴证主要程序、鉴证报告要素、鉴证范围与局限性、鉴证结论六点对中国移动的ESG 鉴证报告进行了详细分析。其次,选取了四家对比企业,分析中国移动与对比企业的鉴证报告在以上六方面的差异,结合中国移动自身 ESG 鉴证报告的情况进而探析了中国移动 ESG 鉴证报告存在的不足之处。最后针对研究发现的中国移动ESG 鉴证存在的困境,本文提出从政府与行业组织、鉴证主体、企业自身三方面入手,三管齐下,共同促进中国移动 ESG 鉴证报告的改善。
当前中国移动 ESG 鉴证实践凸现出的问题也确实亟需鉴证机构、政府与行业组织及企业本身协同联动,共力改进。政府与行业组织应完善我国ESG 鉴证的立法监督、引导企业提高对 ESG 的重视;鉴证机构应培养 ESG 鉴证领域的专家、开发 ESG 鉴证工具;企业自身应完善其 ESG 治理体系、提高 ESG 鉴证信息的质量。三方共同努力,构建一个良好的 ESG 鉴证生态系统,实现 ESG鉴证进程加速发展,尽可能满足各利益相关方期望,进而推动社会高质量可持续发展。 |
英文摘要 | With the wave of global green economy, ESG has become a consensus. China is moving towards a new journey of high-quality development, and the ESG concept is closely linked to the grand blueprint of the great rejuvenation of the Chinese nation, in line with the "dual carbon" goal and the path of sustainable economic development, with huge development potential, and is expected to become a key force leading the future trend. Therefore, it is imperative to build an ESG
system that is in line with international standards and adapted to local conditions. ESG assurance is a key element to maintain the healthy operation of the system. ESG report assurance is the foundation for ensuring the effective implementation of the ESG information disclosure system, and it is also the core link in the implementation of the "dual
carbon" policy. At present, China's ESG assurance is still in its infancy, and the relevant system and market construction need to be optimized and improved urgently, and ESG assurance reports are few and the quality is uneven. In order to improve the quality of China Mobile's ESG assurance
and the overall quality of China's ESG assurance, this paper selects China Mobile as the research object, comprehensively uses literature research method, case analysis method and comparative research method to deeply explore its ESG assurance report, excavate potential problems and put forward constructive suggestions, aiming to urge China Mobile to improve the level of its ESG assurance report and provide useful reference for the improvement of China's ESG assurance system.
After conducting relevant theoretical research, this paper analyzes China Mobile's ESG assurance report in detail from six points: the assurance subject, the assurance reference standard, the main assurance procedure, the elements of the assurance report, the scope and limitations of the assurance report, and the assurance conclusion. Secondly, four comparative companies were selected to analyze the differences between China Mobile's assurance reports and those of the comparison companies in the above six aspects, and then the shortcomings of China Mobile's ESG assurance reports were analyzed in combination with China Mobile's own ESG assurance reports. Finally, in view of the dilemma of China Mobile's ESG assurance, this paper proposes to promote the improvement of China Mobile's ESG assurance report from three aspects: the government, industry organizations, assurance entities, and enterprises themselves. At present, the problems highlighted by China Mobile's ESG assurance practice also urgently require the coordination and linkage of assurance institutions, the government, industry organizations and enterprises themselves to work together to improve. The government and industry organizations should improve the legislative supervision of ESG assurance in China and guide enterprises to pay more attention to ESG; Assurance institutions should train experts in the field of ESG assurance and develop ESG assurance tools. Enterprises should improve their ESG governance systems and improve the quality of ESG assurance information. The three parties will work together to build a good ESG assurance ecosystem, accelerate the development of the ESG assurance process, meet the expectations of all stakeholders as much as possible, and promote high-quality and sustainable development of society. |
