摘要	数字经济与数字政府的建设发展是当前我国经济社会数字化一体化进程中的“两翼”,研究数字经济对政府治理能力的影响与机制意义重大。本文以2011-2021年全国31个省市的面板数据为样本，实证检验数字经济对政府治理能力的影响效应与机制。结果表明：数字经济对政府治理能力存在显著促进效应；影响效应在不同时期、不同区域以及不同数字经济发展水平下存在异质性；数字经济通过推动科技创新促进政府治理能力的提升。鉴于此，应通过支持科技创新、加快数字经济的建设、加强数字领域的法制建设以及培养全员的数字素养等措施来切实提升政府治理能力。
其他摘要	The construction and development of digital economy and digital government are"two wings"in the process of digital integration of Chinese economy and society,and the study of the im-pact of digital economy on government governance capacity and mechanism is of great significance.This paper takes the panel data of 31 provinces in China from 2011 to 2021 as a sample to empirically test the effect and mechanism of digital economy on government governance ability.The results show that digital economy has a significant promoting effect on government governance ability,which is still valid after considering endogeneity and robustness.Digital economy promotes the improvement of government governance capacity by promoting scientific and technological innovation;The effects were heterogeneous in different periods and regions.In view of this,it is necessary to accelerate the construction of digital technology facilities,strengthen the construction of legal system in the digital field,and cultivate the digital literacy of all employees to effectively improve the government's gov-ernance capacity.
