改革开放以来，我国已开始由技术模仿、吸收和整合向技术研发和创新转变，部分领域已成功进入世界领跑者群体。然而，相较于发达经济体，我国企业在参与全球市场竞争中仍面临较强资源约束，关键“卡脖子”技术制约着我国经济高质量发展。在逆全球化、发达国家技术封锁与遏制的情境下，我国企业迫切需要实现关键核心技术国产替代以应对技术“卡脖子”困境，维持产业的技术安全。由此，在国产替代趋势下对企业创新能力以及创新绩效进行深入研究以及客观评价，对助力我国科技实力实现大幅跃升，早日进入创新型国家前列意义深远。

由此，本文依托创新技术、投入产出和核心竞争力等相关理论，选取国产替代趋势中的关键领域信息技术应用创新产业（简称为“信创产业”）作为研究对象，构建了包括创新投入、创新产出和创新环境三个维度13个指标在内的产业创新绩效评价指标体系，并以国产服务器龙头企业中科曙光作为典型案例，基于熵值—突变级数法对其在国产替代趋势下的创新绩效展开分析。结果表明，中科曙光创新绩效虽有所缓慢提升，但也存在着创新投入管理能力较弱、成本控制能力不足和创新绩效反馈机制亟待完善等问题。针对存在的问题，本文指出，中科曙光需要从组织结构、成本控制和创新资源等方面不断优化，为提升创新绩效奠定基础。 

基于典型案例分析，本文最后为政府方面、同行业的其他企业或同样面临国产替代趋势的其他行业提出了可借鉴的启示及经验：在政府层面，需从资金上对技术革新进行扶持，还需促进企业增强主体意识，加大激励力度；在企业层面，需要继续加大研发投入强度，形成竞争性资源，同时增强管理人员的创新意识。只有各方共同发力，才能使我国在关键核心技术上实现重大突破，从而进入创新型国家前列。

Since the reform and opening up, China has begun to shift from technology imitation, absorption and integration to technology research and development and innovation, and some fields have successfully entered the world leading group. However, compared with the developed economies, Chinese enterprises still face strong resource constraints in participating in the global market competition, and the key "bottleneck" technologies restrict the high-quality development of China's economy. In the context of anti-globalization and technology blockade and containment in developed countries, Chinese enterprises urgently need to realize the domestic substitution of key core technologies to cope with the dilemma of technology "bottleneck" and maintain the technology security of the industry. Therefore, under the trend of domestic substitution, in-depth research and objective evaluation on the innovation ability and innovation performance of enterprises are of far-reaching significance to help China's scientific and technological strength jump and enter the forefront of innovative country as soon as possible.

Therefore, this paper relying on innovative technology, input-output and core competitiveness and other related theory, select the domestic alternative trend in the key field of information technology applicationinnovation industry (referred to as "letter and industry") as a research object, constructed, including innovation input, innovation output and innovation environment three dimensions 13 indicators, industry innovation performance evaluation index system, and the domestic server leading enterprises Dawning Information Industry Co.,Ltd  as a typical case, based on the entropy-mutation series method under the trend of domestic alternative innovation performance analysis. The results show that although the innovation performance of Dawning Information Industry Co.,Ltd has been improved slowly, there are also problems such as weak innovation investment management ability, insufficient cost control ability and urgent improvement of innovation performance feedback mechanism. In view of the existing problems, this paper points out that Dawning Information Industry Co.,Ltd needs to continuously optimize from the aspects of organizational structure, cost control and innovation resources, so as to lay a foundation for improving the innovation performance.

 Based on the analysis of typical cases, this paper finally proposes the enlightenment and experience for the government, other enterprises in the same industry or other industries also facing the domestic substitution trend: at the government level, it is necessary to support the technological innovation from the capital, promote the enterprises to enhance the subject consciousness and increase incentives; at the enterprise level, it isnecessary to continue to increase the R&D investment intensity, form competitive resources, and enhance the innovation consciousness of managers. Only with the joint efforts of all parties can China achieve major breakthroughs in key core technologies and thus enter the forefront of an innovative country.
