摘要	当前全球产业链和区域产业链正在加速重构,充分利用产业有序转移不但能促进区域间比较优势的发挥,而且有利于推动形成优势互补、高质量发展的区域经济格局.但近年来我国制造业不断迁出,如果产业链整体迁移,以及关键工序、原材料、工艺流程等不加控制地转移,会给我国带来较大的风险.为此,本研究通过构建推拉模型对我国制造业向东南亚国家迁移的推力及拉力进行分析,发现我国制造业企业迁出的推力主要是生产要素价格上涨、经营压力增大,包括劳动力成本和土地租金上升,以及制造业从业人员生活成本上升等;吸引我国制造业迁入东南亚国家的拉力主要是东南亚国家良好的营商环境,包括东南亚国家制造业产品市场需求增加、与我国地理距离较近、当地政府出台的关税政策优惠力度较大、自然资源丰裕、政治稳定、基础设施建设情况良好等.由于我国向东南亚国家迁移的主要是食品、服装、鞋类和木制品产业等低端制造业,这不仅会对东南亚国家当地产业结构调整升级、增加就业机会等产生影响,也使得我国制造业"空心化"不断加剧、就业形势愈发严峻.
其他摘要	The global and regional industrial chains are being reconstructed at an accelerated pace.Fully utilizing the orderly transfer of industries can not only promote the utilization of comparative advantages between regions,but also facilitate the formation of a regional economic layout with complementary advantages and high-quality development.However,in recent years,China's manufac-turing industry has been significantly migrated.If the overall migration of the industrial chain as well as the key processes,raw materi-als,and processes are not controlled,the transfer of manufacturing will bring greater risks to China.Therefore,this article analyzes the pushing forces and pulling forces behind China's manufacturing industry's migration to Southeast Asian countries by constructing a push-pull model.It is found that the main pushing force behind China's manufacturing industry's migration is mainly due to the in-crease in prices of production factors and business pressure,including the increase in labor costs and land rents,as well as the rise in living costs for manufacturing employees;the main pulling force that attracts China's manufacturing industry to migrate to Southeast Asian countries is mainly due to the good business environment,including the increased market demand for manufacturing products,the close geographical distance and the greater preferential tariff policies introduced by local governments abundant natural resources,political stability,good inflastructure construction and so on.As China's migration of manufacturing to Southeast Asian countries main-ly involves low-end manufacturing industries,this will not only have an impact on upgrading and adjusting the local industrial structure and increasing employment opportunities in Southeast Asian countries,but also lead to the hollowing out of China's manufacturing in-dustry and the worsening of the employment situation.
