Promoting the green and low-carbon development of the economy and society is a key link in the process of China's realizing Chinese-style modernization. As early as 2007, China began to carry out the pilot policy of emission rights, and in 2011, China further launched the carbon emission policy, gradually promoted from the pilot cities to the whole country. It is the goal of this paper to evaluate the specific effect of emission right and carbon emission on export trade. Taking the dual pilot policy cities as the research object, this paper uses the panel data of 282 cities in China from 2006 to 2019, adopts the multi-stage double difference method, and evaluates the specific impact of the synergistic effect of the dual pilot policies on export trade. After research, this paper shows that the synergistic effect of the double pilot policy has a significant effect on the export trade competitiveness of cities, and the effect is more significant than that of the single pilot city, indicating that the carbon emission policy and emission right policy have a synergistic effect. At the same time, this paper found that the implementation order of the two policies also has a corresponding impact on the effect of carbon emissions. It can be seen from the parallel trend chart and dynamic effect that the effect of double pilot policy has a lag on urban export trade. Through the analysis of influence mechanism, it is concluded that the optimization of energy efficiency and industrial structure through double policy is an effective way to further influence the competitiveness of export trade.
