改革开放以来，中国经济高速发展，工业化和城镇化的进程也带来了环境污染的加剧。环境保护也越来越成为政府日常工作的重点问题，并得到了充分的重视。越来越多的人对生态环境的质量提出了更高的要求，环境污染问题依然是国内关注的话题。但环境污染治理属于公共品，环境污染治理问题不能仅靠市场来解决，因此，需要政府干预来治理环境污染。研究环保支出水平对环境污染治理的影响对改善环境质量有着重要的意义。本文选取有代表性的工业废水、二氧化硫和工业固体废物排放作为主要研究对象，测算环境污染水平。

本文旨在以省级面板数据为基础，对政府环保支出对污染治理的影响效果进行实证研究。一、以我国环境污染现状为切入点，提出研究的背景及意义，对政府的环保支出、环境污染与环境治理内涵等进行说明，并结合有关理论加以分析。二、系统地分析了各地环境污染状况和工业三废的污染状况。其中，各地区环境污染状况主要是对全国30省的环境污染综合排名进行统计，得出结论：政府环保支出的规模越来越大，但是增长波动也很大；政府环保支出在政府财政总支出中的比重呈现缓慢增长的态势；三、收集整理2009-2020年全国30个省份的政府环保支出数据，构建了面板数据回归模型，考察了政府环保支出在三废污染治理中的作用，分析结果认为：政府环保支出在治理三废污染方面成效显著。四、在推动环境治理财政政策现状分析与实证分析基础上，提出对策建议：增加政府环保支出，提高财政支出使用效率；建立政府环保支出长效增长机制，提升环保支出绩效；制定合理的环境质量治理方案和评估体系。
